The building consists of an above-ground part - 7 + technical floor and an underground part - (-2) floors underground. Structurally, the administrative building consists of two cubes connected by a curved roof. In the central - symmetry axis of the building volume, the main entrance to the building is designed. The building is accessed by an outdoor central staircase, which leads to the 2nd (main) floor. The Judicial Complex of Courts will be occupied by 3 separate independent institutions: Vilnius District Court, Vilnius Regional Court and the National Courts Administration (hereinafter - institutions). It is envisaged that these 3 institutions will share premises in the public area. Order of institutions on high floors (from bottom to top): 

1. Public area; 
2. Vilnius Regional Court; 
3. Vilnius District Court; 
4. National Judicial Administration; 

The premises of the court complex are divided into 3 security zones: 

• Public area; 
• Administrative zone; 
• Special area.
